JOB DESCRIPTION
Position Title: Director of Development
Reports to: Director of Operations
Salary Range: $48,755. - $63,614. plus benefits (Grade VIII)
Position Summary:
The Director of Development (DD) will assist the organization in the development activities of the Greater New Bedford Workforce Investment Board. Specifically, the DD will take leadership in the development of grants and will research opportunities for resource development, employer/business partnerships, adult education and training programs; will develop and support marketing activities; and, board and committee support.
Duties and Responsibilities:
- Identify appropriate resources, coordinate the development of, write and submit grant proposals to obtain federal, state, corporate and foundation grants.
- Convene, coordinate and collaborate with workforce development partners on issues of education and training program development and service delivery.
- Provide technical assistance, professional counsel and staff support to the Workforce Investment Board.
- Assist in the identification and development of appropriate new regional grant and program activities related to identified WIB priorities and to the employment, training, or economic development needs of the region.
- Supports the WIB Business Development Committee, its working groups and related employer activities.
- Develop and support implementation of workforce investment area marketing plans/activities.
- Supports the development and implementation of programmatic and administrative policies related to the Workforce Investment Act, or other workforce-related legislation and regulations.
- Support the development, revisions, and modifications of the Five Year Local Workforce Development Business Plan and High Performing Board Strategic Plan.
- Supports the development of planning materials for the Workforce Investment Board related to federal and state initiatives.
Preferred Qualifications; Knowledge, Skills, and Abilities
- Master's degree in public administration, or related field.
- Demonstrated experience in grant research and development, especially in areas related to employment and training.
- Knowledge of the workforce development system, including local decision-making, the delivery system, and the One-Stop Career Center system.
- Knowledge of Workforce Investment Act statute and regulations desirable.
- Knowledge of budget preparation and review procedures.
- Knowledge of effective procedures for grants management, performance evaluation and strategies for continuous quality improvement.
- Ability to develop written analytical reports and recommendations.
- Experience in the establishment of effective working relationships with public officials as well as demonstrated ability to develop and maintain partnerships with regional employers and other stakeholders.
- Superior verbal, writing, and presentation skills.
- Working knowledge of the MOSES (state employment and training data tracking) system desirable.
Minimum Qualifications
- A bachelor’s degree, together with at least five years of progressively responsible experience in workforce development, grant development and management and public policy or a commensurate combination of education, experience and qualifications.
- Must be a creative, business oriented, self-starter with highly effective interpersonal skills.
- Reliable transportation and driver’s license required.
