Youth Council Planning Committee Meeting Minutes

Members Present: Carl Alves, Chair; Dianne Rivet, Cynthia Wallquist, Gloria Williams
Members Absent: John Fernandes, Charles Simpson
Workforce Development System Staff Attending: Wendy Andrade, Adam Chapdelaine
Carl Alves, Planning Committee Chair opened the meeting at 3:05pm.
Chair Alves then asked for a motion to approve the minutes of the 5/4/07 Planning Committee meeting. Cynthia Wallquist made the motion and Gloria Williams seconded and the motion passed unanimously.
The committee then began a discussion about the ISY and OSY RFP’s for WIA vendors. The group discussed the possibility of issuing a 2-year RFP as opposed to a 1-year RFP as has been done in the past. The group agreed that this was worth investigation.
The group also discussed strategies that would spur new and innovative proposals to be submitted. These ideas included a separate pot of money for new and innovative ideas, as well language in the RFP that urges vendors to focus on employment training in the technology sector.
At the close of the discussion the committee summarized that the following had been agreed upon:
- The Youth Council Director will research the pros and cons of a 2-year RFP.
- The RFP will include language that stipulates that all vendors applying will eligible for a 100% grant award this year, and that re-applicants in FY ‘10 will be eligible for 75% of their FY ’09 award.
- Feedback/Recommendation sheet from the Framework Services Provider will be included in readers’ packets.
- Prior performance will be taken into consideration when funding decision is made, but will be separate from readers’ scoring sheets.
Meeting adjourned at 3:50 pm.
