Greeting and Call To Order
Chairman Simpson called the meeting to order at 8:10 a.m. and made several announcements. He announced that there were four proxies: Kathy Castro attended for Superintendent Longo, Lee Blake attended for Chancellor MacCormack, David J. Ferreira of MAVA (and) Anthony R. Sapienza of Joseph Abboud, granted their Proxy vote to the Chair. He acknowledged and thanked Representative Koczera and his Aide Tobias M. Paula for attending, as well as Norm Audette, the Mayor’s Liaison to the WIB.

Announcements
Chair Simpson announced one resignation from the Board, Michael B. Maltais, Construction and General Laborers’ Union – Local 385, Fairhaven, MA.

Mission Story
Lisa Martin presented her Mission Story. A copy of the full story was included in all meeting books, and has also been posted to the website on the eNewsletter page – May 2008 – Issue 5.

Other Announcements
Chair Simpson thanked everyone for a making FY ’08 a great success. To ease you into FY ‘09, everyone receives a WIB Stress Slinky. Also everyone should have received a GNBWIB magnetic calendar displaying FY ’09 meeting dates for both WIB and YC. Meeting dates are also available on the WIB website http://www.gnbwib.org/Calendar.html. He announced that the December WIB meeting is scheduled for Wednesday, December 17, 2008, and will be an afternoon meeting starting at 3:30pm, followed by a Holiday Social – both to be held at Wamsutta Club in New Bedford. Finally the Chair announced that the Legislative Breakfast has been tentatively scheduled for Thursday, February 5, 2009 – please mark your calendar.

Please note the WIB new member orientation has been postponed – more info to follow, ie: date, location and time.

Also, the next eNewsletter is scheduled to go out in July.

Consent Agenda
The Minutes of the May 29, 2008 Special meeting were approved on a motion by Joan Ann Niles. The motion was seconded by Roy Nascimento and carried unanimously.

Annual Reports to the Board
Chairman Simpson noted that there was detailed information under Tab 2 regarding the WIB, the Youth Council, and New Directions for members and guests to review. Highlighted were accomplishments over the past year including overcoming the loss of a one-time, $200,000 state grant for Youth Summer Employment. Mayor Lang, the Chief Elected Official of the workforce investment area, mobilized the community and state partners; and with the support of the WIB, New Directions Southcoast, Inc., and many local partners, to date, the Mayor’s Summer Jobs Program is 22 opportunities over the 514 slots created last year. Efforts will continue well into the summer to meet the Mayor’s vision of serving every youth that applies.

John Fernandes, YC Chair then presented highlights of the Youth Council’s Annual Report (also available under the Reports section of the meeting materials). YC Chair Fernandes informed the meeting that the following slate was unanimously approved at their last meeting: Chair, John Fernandes; Vice Chair, Nelson Hockert-Lotz; and Clerk, Dianne Rivet.

Ed Dennehy advised the meeting that New Directions Southcoast’s management will continue to examine policies and procedures during the coming year, and that the organization anticipates a productive year. A full Integrated WIA Performance Report was distributed in the meeting materials.

Election of FY '09 Officers
Chairman Simpson presented a slate of nominees for office in FY ’09 as follows: David DeJesus, Jr., Chair; Maria O Pinarreta, Vice-Chair; Bruce Morell, Treasurer; David A; Pelletier, Assistant Treasurer; and Richard F. Mello, Clerk. Chairman Simpson opened the floor to further nominations. With none offered, Susan Peterson moved to close nominations, which was seconded by John Fernandes. Nominations were officially closed. Lisa A. Jochim made a motion to accept the slate of officers; the motion received a second, and carried unanimously.

The GNBWIB elected Officers for FY’09 are as follows:

Treasurer, Bruce Morell
Assistant Treasurer, David A. Pelletier
Clerk, Richard F. Mello

With that, Chair Simpson handed the gavel over to Chair DeJesus. Special thanks and appreciation goes out to the departing Chair, Mr. Simpson, for seven tireless and committed years. Incoming Chair, Mr. DeJesus, compared his succession of Mr. Simpson to Harry Truman taking office after Roosevelt. “I hope I can be half as successful as Harry Truman was,” joked DeJesus. DeJesus went on further to encourage members to ask questions and get more involved over the coming year.

Recognition and Awards
Awards were presented by Charles R. Simpson, Jr., who opened with a quote from Jackson Browne’s Running on Empty: “Everyone I know, everywhere I go / People need some reason to believe,” “and the WIB does that!” pronounced Mr. Simpson. Assisted by Executive Director/CEO Len Coriaty, the following individuals and companies were recognized for their exceptional commitment to the workforce development priorities in the region:
