Youth Council Director

Designed for an ambitious self-starter, this policy-level position requires the ability to implement innovative strategies and social entrepreneurship to develop programs that prepare at-risk youth for success in the workplace. We are seeking candidates with outstanding leadership, interpersonal, and public relations skills, superior verbal and writing skills, and a passion for making a difference in the workforce development arena. To be successful in this position, you must possess excellent communication skills, be at ease with networking, and able to bring diverse stakeholders together to work collaboratively.

Minimum requirements for this position include a Bachelor’s degree in human services, public administration, or related field; 5 years’ experience in human services focused on youth; and demonstrated success in grant writing. A minimum of 10 years equivalent experience in WIA funded youth activities may be substituted for the degree requirement. The preferred candidate will have a Master’s degree in human services, public administration, or related field; experience working with or staffing an advisory board; background in the public/nonprofit environment; and experience managing or providing oversight for state and/or federal youth service programs. Any candidate should be a team player with excellent interpersonal skills; social media skills are a plus. This is a full time (40 hour) position. Salary range and job description below.

JOB DESCRIPTION

Position Title: Youth Council Director

Reports to: Sr. Director of Operations

Salary Range: $48,755. – $63,614. (Grade VII) plus benefits, including, education reimbursement allowance, employer contributions to deferred compensation package (457-B), 23 paid holidays and vacation, and more!

Supervises: Incumbent may provide direct supervision for administrative support staff, volunteers, interns and clerical personnel.

Purpose of Position: Responsible to provide strategic vision, leadership, and support to the Greater New Bedford Youth Council in the implementation of workforce development strategies and programs to assist youth in preparing for success in the labor force;

Responsible for developing and coordinating resources & relationships with communities and businesses in the region to promote and stimulate the workforce development of youth;

Responsible for development and maintenance of database regarding youth needs and youth workforce development services.

Duties and Responsibilities:

  • Provides vision, leadership, and support to perform in the day-to-day management of the Youth Council;
  • Convenes, coordinates and collaborates with Youth Council subcommittees and working groups to accomplish Youth Council objectives;
  • Coordination with the network of youth service providers and other community points of contact to build trust and collaborative projects for the benefit of youths in the region; and functions as the interface with existing youth advisory groups and boards;
  • Researches and writes federal, state, and private grants and proposals related to youth services and programming;
  • Receives and disseminates program and fiscal reports and performance management information relative to youth service providers;
  • May conduct field reviews of youth programs for purposes of identifying examples of effective practice;
  • Provides guidance on and interpretation of federal and state policy related to youth;
  • Stays informed about laws, regulations, policy, and other directives and issues related to youth, and disseminates information to Youth Council membership;
  • Provides technical assistance to the Youth Council via written products and tools, and through the use of the Internet;
  • Provides technical support to the Youth Council for Resource Mapping, assessment of effectiveness and capacity of current programs and providers, service provider selection criteria; makes recommendations to the Youth Council and Workforce Investment Board;
  • Conducts research, data collection and analysis, and strategic planning to aid Youth Council decision making;
  • Assist in the coordination with the private sector Chief Executive Officers, and elected officials from the cities and towns and other appropriate community organizations in the region; and
  • Performs other duties as assigned.
  • Preferred skills, knowledge, abilities:

  • General understanding of youth workforce development policies and practices.
  • Knowledge of systems and processes required to provide effective youth service elements required by the Workforce Investment Act.
  • General knowledge of the youth service system within the region.
  • Knowledge of state and federal youth programs and initiatives.
  • Ability to develop written analytical reports.
  • Ability to develop collegial working relationships with a variety of program partners.
  • Ability to analyze complex material.
  • General knowledge of program evaluation and strategies for continuous quality improvement of social programs.
  • Excellent organizational skills involving the ability to identify and solve complex problems.
  • Excellent communication skills, both written and oral.
  • Ability to coordinate multiple tasks simultaneously.
