GNB WIB Among First to Go After High Performing Board Status

Between July 7th and September 10th the WIB, WIB Strategic Planning Steering Committee and WIB Staff, in pursuit of High Performing Board Status, churned out an immense amount of quality work. To facilitate the strategic planning process, the WIB contracted with independent consultant, Alan Brickman. The strategic plan is integral to the WIB’s application to be designated a High Performing Board by the Massachusetts Executive Office of Labor and Workforce Development.

This five-year plan addresses both programmatic and organizational aspects of the WIB’s operations. Successful implementation of the strategic plan will position the WIB to maximize the impact of its resources on workers and job seekers in the region, on the workforce needs of local employers, and on the economic development of the region as a whole.

The Strategic Planning Committee was established to work with Brickman on the development of the plan, and met four times during July and August. Following an aggressive schedule, the Committee identified the key strategic issues to be deliberated in the process; specified the quantitative and qualitative data to be gathered to inform the development of the plan; designed a full-day retreat open to WIB members, Youth Council Members, WIB staff, and other stakeholders; and refined and further developed the data from the retreat. Mayor Scott Lang addressed participants at the WIB retreat listing numerous economic development projects underway or on the drawing board that have a workforce training or employment connection to them and stressed the importance of having a job ready pool of workers to draw from.

In between meetings of the Committee, WIB staff worked closely with Brickman to develop draft documents for review by the Committee. The WIB Finance and Performance Measurement Committee and the Executive Committee reviewed a draft of the strategic plan at two separate meetings on September 4, 2008, and the plan was adopted by the full Board at a special meeting on September 8, 2008.

The completed High Performing Board application was submitted September 10th. The State will release the results for all the WIBs that applied in mid-October. We will keep you posted!
